It is difficult to put the roads down in an orderly fashion in this game. This problem has been worked out for CAD programs (e.g. autocad).
A simplified version could include:
Top-view
Select geometric figures for road network: choose road size, choose square vs pentagon, hexagon, circle etc. then drag and drop.
Offset path for parallel highways (!)
Simplify function for removing sharp curves
I think these would be hugely helpful.
