No, it will define a general configuration for generating the boundary layers based on the relative thickness and considering 3 layers and a growth rate of 1.5.
These are same settings set as default when you create an inflate boundary layer refinement. A full explanation of each of these parameters can be found in the following documentation page:

The size of the boundary layer must be calculated by you. There are several calculators available online that can help you define the size of the first element, for example CFD Online - Y-Plus Wall Distance Estimation
